Rules of entry of foreigners to Ukraine
At present Ukrainian law has approved both visa and visa-free order of the entry of foreigners (foreign citizens and persons without citizenship) to Ukraine.
Entry (departure) of foreigners to (from) Ukraine is regulated by the Law of Ukraine about the legal status of foreigners and persons without citizenship as of February, 4, 1994, by the Rules of entry of foreigners to Ukraine, their departure from Ukraine and transit passage through its territory (Regulation of the Cabinet of Ministers as of December, 29, 1995 N1074) and by the Rules of execution of the visa documents for entry to Ukraine (Regulation of the Cabinet of Ministers as of February, 20, 1999 N227).
The foreigners enter (leave) Ukraine through the state border stations by a national passport and in case of having the visa, if other order of entry is not established by the Law of Ukraine.
All visa categories are executed by diplomatic representation offices and consulate establishments of Ukraine abroad.
The term of visa duration can be prolongated on the territory of Ukraine by the organs of the Ministry of Home Affairs of Ukraine. In accordance with the regulation of the Cabinet of Ministers of Ukraine as of February, 20, 1999 N227 the execution of visa for foreigners is made depending on the purpose of their trip to Ukraine and on their having the documents necessary for this purpose. Depending on the period of visa validity, visas are divided into short-term visas, which are issued for the period up to six months, and long-term visas, which are issued for the period from six months up to one year; single-entry, double-entry and multiple-entry visas, collective visas.
Transit passage of foreigners through the territory of Ukraine is allowed if they have transit Ukrainian visa, visa of the country of destination, travel documents or other documents which prove transit character of the trip.
Citizens of the countries with which Ukraine has international agreements about visa-free trips of the citizens, can entry and leave Ukraine without visas, by the documents valid for going abroad, in case of having insurance and duly executed invitation (in the original) from legal or physical bodies in Ukraine, if nothing else is foreseen by international agreements of Ukraine. For the citizens of Russia, Belarus and Moldova in accordance with the concluded Agreements there is a visa-free regime of entry to Ukraine and departure from Ukraine by the documents which certify the person and prove the citizenship. For the citizens of Moldova there exists a visa-free regime of entry to Ukraine and departure from Ukraine on the basis of the documents which certify the person and prove the citizenship (since 02.07.02 visa-free entry and departure from Ukraine for the citizens of Moldova will function on the basis of the documents valid for going abroad and proving the citizenship).
